Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are conducted: optimistic declarations are released from various governments. Immense energy is allocated on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense engaged: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the hostile projectile won't cause damage this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Following this, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv faced the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to fill in the short term.
Failed Diplomacy
The 28-point plan from US administration generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, American administration does minimal to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.
Existing Situation
Factually, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: political desires to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
