Trump's Progressive Alarm Overlooks The Continent's True Threat: Technological Stagnation.

The recent US national security strategy offers a misguided view of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" policies pose an existential threat to the continent's identity. Yet, this perspective is based on a serious misinterpretation of the situation. The true challenge facing the EU is not cultural but technological and economic backwardness.

A Glaring Economic Divide Separating the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the European Union. During this period, European income per person dropped from over three-quarters to just half of the American figure. Remarkably, even Mississippi now has a higher per capita income than major European economies like France and Italy.

Today, roughly half of the world’s top fifty tech companies are American, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

This widening economic gap stems from superior efficiency gains in the US, fueled by technological innovation and better use of resources. The scene of world technology dominance is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into enterprises valued at over $10bn, versus just 14 in Europe.

This gap raises a pressing issue: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely agree it is essentially a two-horse race between the US and China, with European nations entering at a significant handicap.

Underlying Factors of the Continent's Technological Lag

Several key reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic network for funding startups. Europe still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among 27 different national systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are causes for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance substantial change. Key analyses on EU competitiveness and the internal market point to the need for sweeping reforms.

Given appropriate policies and regulatory reforms, these assets could support much higher levels of commercial innovation.

The continent retains considerable advantages: skilled human capital, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements could unleash a surge of venture creation.

Crucially, even if the EU does not become the leader in developing next-generation technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
